What does "SUCCESS" mean?

I'm having a conversation with Martin Atkins on my weblog, which I will 
boil down thus:

"unsolicited positive assertion" which may be entirely unrelated to the 
question asked...

What does Consumer.complete mean using the JanRain Python 2.x libraries?

Does it mean:

a) The answer to the OpenID authentication request you made is yes.

b) The answer to some question, possibly the one you asked, possibly a
    completely unrelated one, is yes.

To date, I've been assuming a.  Can somebody either confirm or deny that 
this is the case?
