Unfortunately that utility is still still OpenID 1.1 code, and yes, it
has a known "feature" where it does not prepend 'http://' to input that
lacks a URI scheme.

So it won't test OP-driven identifier selection, but it should still
help you determine if your server is working with OpenID 1.1 RPs.
